Twelve of the 20 individuals named in sealed indictments returned by
the Wayne County Grand Jury last month have been arrested, according
to information released last week by the Lake Cumberland Area Drug
Task Force.
The local indictments involved 40 felony drug trafficking cases in
Monti-cello and Wayne County, and brought the total number of local
cases filed by the LCADTF in 2010 to 80.
The following is a list of individuals arrested last week, along
with the offenses they were charged with:
• Chester Eugene Decker, 48, Adair Street, Monticello, two counts of
first degree trafficking in a controlled substance, second offense,
and persistent felony offender second degree
• Shirley Y. Young, 61, Monticello, five counts of first degree
trafficking in a controlled substance
• Ricky H. Garner, 38, three counts of convicted felon in
possession of a firearm
• Jonathan L. Moran, 33, Monticello, two counts of second degree
trafficking in a controlled substance and persistent felony offender
first degree
• Larry F. Moore, 60, Hwy. 3606, Monticello, two counts of second
degree trafficking in a controlled substance
• Jerry Lee Davis, 34, Clay St., Monticello, manufacturing
methamphetamine
• Carl K. Shelton, 57, Jenkins St., Monticello, four counts of
first degree trafficking in a controlled substance, second offense,
convicted felon in possession of a handgun and persistent felony
offender first degree
• Johnathan A. Hicks, 21, Massengale Road, Monticello,
manufacturing methamphetamine
• Katrina A. Sexton, 33, E. Ky. 90, Monticello, first degree
trafficking in a controlled substance, trafficking in marijuana and
unlawful transaction with a minor
• Roger D. Sexton, 55, Rt. 3, Monticello, second degree
trafficking in a controlled substance, trafficking in marijuana and
unlawful transaction with a minor
• David C. Daffron, 27, Rankin St., Monticello, possession of
marijuana and tampering with physical evidence
• Matthew Brown, 22, Monticello, two counts of first degree
trafficking in a controlled substance
David Gilbert, Director of the LCADTF, noted that a total of over
300 trafficking cases were made by the end of 2010 in the three-
county jurisdictions (McCreary, Pulaski and Wayne counties) of the
LCADTF.
Many of these case numbers involve investigations resulting in the
identification and federal prosecution of drug trafficking
organizations.
Two such organizations, consisting of over 20 individuals in each
organization, worked in an organized, multi-state, business structure
distributing cocaine and Mexican marijuana.
Earlier this year the Kentucky Justice and Public Safety Cabinet
transferred the LCADTF's Bureau of Justice Assistance grant money
from the City of Somerset to the City of Monticello, which is now
serving as the fiscal agent for the Drug Task Force.
Gilbert expressed his appreciation to the City of Monticello and
Monticello Police Chief Ralph Miniard for taking on the LCADTF and
becoming their fiduciary agent.
"Our first and foremost mission is to target and prosecute illegal
drug traffickers preying on our citizens, especially our youth, in
this regional area," noted Gilbert.
The LCADTF in-cludes local, state and federal drug enforcement
agencies working together to target mid to upper level drug
traffickers and drug trafficking organizations.
